TEN KEY VALUES OF THE U.S. GREEN MOVEMENT

There are many voices present in the community to create a more just and sustainable world. The Ten Key Values of the United States Green Movement are listed here. There may not be a tangible measurement of a value system, but the steps we take each day measure the distance we have come.


GRASSROOTS DEMOCRACY

We will work to increase public participation at every level of government through public campaign financing, proportional representation and other election reforms, to ensure that our public representatives are fully accountable to the people who elect them.


SOCIAL AND ECONOMIC JUSTICE

All persons should have the rights and opportunity to benefit equally from the resources afforded us by society and the environment. We must consciously confront in ourselves, and in society at large, barriers such as racism and class oppression, sexism and homophobia, ageism and disability, which act to deny fair treatment and equal justice under the law.


ECOLOGICAL WISDOM

Human societies must operate with the understanding that we are part of nature, not separate from nature. We must maintain an ecological balance and live within the ecological and resource limits of our communities and our planet. We support a sustainable society which utilizes resources in such a way that future generations will benefit and not suffer from the practices of our generation.


NONVIOLENCE

It is essential that we develop effective alternatives to society's current patterns of violence. We will work to end institutional violence including war, the production of weapons of mass destruction, police brutality, the death penalty, hate crimes and poverty.


DECENTRALIZATION

Centralization of wealth and power contributes to social and economic injustice, environmental destruction, and militarization. We support a restructuring of social, political and economic institutions away from a system which is controlled by and mostly benefits a powerful few. Decision-making should, as much as possible, take place at the individual and local level, while assuring that the environment and civil rights are protected for all.


COMMUNITY-BASED ECONOMICS

We recognize it is essential to create a sustainable economic system that can create jobs and provide a decent standard of living for all people while maintaining a healthy ecological balance. We support local economic development that assures protection of the environment and workers' rights. We support community-based businesses which are socially responsible, as well as co-operatives and public enterprises that distribute resources and control through democratic participation.


FEMINISM AND GENDER EQUITY

We call for the replacement of the cultural ethics of domination and control with more cooperative ways of interacting that respect differences of opinion and gender. Values such as equity between the sexes and interpersonal responsibility must be developed with moral conscience.


RESPECT FOR DIVERSITY

We believe it is important to value cultural, ethnic, racial, sexual, religious and spiritual diversity, and to promote the development of respectful relationships across these lines. We acknowledge and encourage respect for other life forms than our own and the preservation of biodiversity.


PERSONAL AND GLOBAL RESPONSIBILITY

We encourage all people to work to fulfill their individual potential, and, at the same time, to enhance ecological balance and social harmony. We seek to join with people and organizations around the world to foster peace, economic justice, and the health of the planet.


FUTURE FOCUS AND SUSTAINABILITY

Our actions and policies should be motivated by long-term goals. We seek to protect valuable natural resources, while developing a sustainable economy that does not depend on continual expansion for survival. We need to assure that economic development, new technologies, and fiscal policies are responsible to future generations who will inherit the results of our actions.


BYLAWS - DULUTH AREA GREEN PARTY

article I - name

The name of the organization shall be The Duluth Area Green Party.


article II - purpose

The Duluth Area Green Party (hereinafter the "DAGP") is founded upon the four coequal principles of Ecological Wisdom, Grassroots Democracy, Social Justice and Nonviolence. The purposes of the Duluth Area Green Party shall include, but not be limited to, perpetuating and implementing the following:

  1. Sustainability;
  2. Personal and global responsibility;
  3. Respect for diversity;
  4. Feminism;
  5. Community-based economics and decentralization.


article III - membership

Section 1. Eligibility:
Membership in the DAGP may be claimed by all Duluth area residents who share an acceptance of and a commitment to the Green Party's Principles and Values.
Section 2. Voting Rights:
Members of the DAGP gain full voting rights sixty days after first claiming membership.
Section 3. State Party Membership:
DAGP members automatically gain membership in the Green Party of Minnesota. The DAGP shall forward names of new members to the state party within 60 days.


article IV - committees

A. COMMITTEE OF THE WHOLE
Section 1.
The General Membership Meeting of the DAGP shall comprise the Committee of the Whole and shall be the governing body of the DAGP. All powers not expressly granted to other bodies or individuals shall reside with the Committee of the Whole.
Section 2.
Unless otherwise specified in these by-laws, the Committee of the Whole shall make decisions by majority vote. The vote must be preceded by a consensus-based discussion.
Section 3.
Ten members of the DAGP shall constitute a quorum for the Committee of the Whole.
B. STEERING COMMITTEE
Section 1.
The Steering Committee shall exercise a general oversight function of the DAGP. It shall

The Steering Committee shall not have the power to endorse or sponsor public events.
Section 3.
The Steering Committee may be delegated additional authority and responsibilities by the Committee of the Whole.
Section 4.
The Steering Committee shall report its actions each month to the General Membership Meeting. The Committee of the Whole may veto the decisions of the Steering Committee by two-thirds vote.
Section 5.
The Steering Committee shall have 7 members and 7 alternates to be elected to 2-year staggered terms at the Annual Meeting of the Duluth Area Green Party using preference voting. Eligibility to serve on the Steering Committee shall be open to any member of the DAGP. When possible, members shall be selected to represent the diversity of populations in the Duluth Area. The DAGP shall seek gender balance on the Steering Committee. (editted/passed Jan.2005) Section 6.
The Steering Committee shall meet at least once per month.
Section 7.
Four members of the Steering Committee shall constitute a quorum.
Section 8.
The Steering Committee may appoint sub-committees from time to time for limited purposes as specified by the Steering Committee.
Section 9.
Seats on the Steering Committee may be vacated by written resignation. The remaining Steering Committee members may fill that vacancy from among the alternates for the remainder of the term.
Section 10.
Members of the Steering Committee may be removed for cause by a majority vote at a Monthly Membership Meeting. All members, including the Steering Committee member proposed for removal, must be notified at least one week before the meeting where the issue of removal will be raised. For purposes of this section, twenty members shall constitute a quorum.
Section 11.
The Steering Committee shall be authorized to make expenditures of up to $100. Expenditures in excess of $100 must be approved by the Committee of the Whole.
Section 12.
The Steering Committee can determine that a seat has been vacated by a member of the Steering Committee who has failed to be present at three or more consecutive Steering Committee meetings, and has not made contact with any other regularly attending Steering Committee member to offer an excused absence.
The Steering Committee can also determine a seat to be vacated by any member who fails to be present at all Steering Committee meetings for a period of six months or longer.
C. WORKING COMMITTEES
Section 1.
Working Committees shall serve to attain and implement the DAGP's goals and purposes. Working Committees shall meet as often as necessary.
Section 2.
Working Committees may be established by the Committee of the Whole as necessary.
Section 3.
A majority of the Working Committee shall constitute a quorum.
Section 4.
Each Working Committee may appoint a chair and shall prepare an initial and an annual report, including a projected work plan, to be submitted to the Steering Committee and to the General Membership Meeting.
Section 5.
Working Committees must receive authorization in advance from the Steering Committee for any expenditure less than $100. Expenditures in excess of $100 must be authorized in advance by the Committee of the Whole.


article V - meetings

Section 1: Minutes
a. Minutes shall be taken as necessary at all DAGP meetings, and shall subsequently be distributed to all committee members as is conveniently possible.
b. Minutes shall be read, amended and approved as necessary at all DAGP meetings of the body, which was meeting as those minutes were being taken.
Section 2: General Membership Meetings
Regular Member Meetings of the DAGP will be held on a monthly basis at a regular time and place that is maximally accessible to all members of the DAGP. All General Membership Meetings shall be open.
Section 3: Steering Committee
The Steering Committee shall meet as often as necessary and at least once monthly. Whenever possible, the Steering Committee shall hold meetings at a regular time and place which is maximally accessible to all members of the DAGP. All Steering Committee meetings are open.
Section 4: Emergency Meetings
An Emergency General Membership Meeting may be called by unanimous vote of the Steering Committee. All DAGP members must receive written or electronic notice of an emergency meeting at least 72 hours in advance.
Section 5: The annual meeting of the DAGP shall be held each January at a time and place to be determined by the Committee of the Whole. The sole business of the annual meeting shall be to elect members to the DAGP Steering Committee. (added/passed Jan.2005)


article VI - officers

Section 1: Chair
The Steering Committee shall choose one of its members to serve as chair of the DAGP. The sole function of the chair is to sign legal documents requiring the signature of the chair. The chair shall be elected at the first meeting of the newly elected Steering Committee and shall serve a two-year term.
Section 2: Treasurer
The Steering Committee shall elect one of its members as treasurer. The treasurer shall serve at the pleasure of the Steering Committee.
Section 3: Secretary/Newsletter Editor
The Steering Committee shall elect one of its members as secretary/newsletter editor. The secretary/newsletter editor shall serve at the pleasure of the Steering Committee.
Section 4: Spokesperson
The Committee of the Whole shall elect one or more individuals to serve as spokespersons for the DAGP. The spokesperson shall be authorized to speak on behalf of the DAGP. No other individual shall be authorized to speak on behalf of the DAGP. Spokespersons shall serve either for a period fixed by the Committee of the Whole or at its pleasure.


article VII - endorsements

Section 1
To receive the endorsement of the DAGP, a candidate must undergo a screening process. The screening will take place at a General Membership Meeting. Any DAGP member present at the screening may ask questions of the candidate. The endorsement will be granted by a two-thirds majority vote of DAGP members present.
Section 2
Endorsements will be made on the basis of the candidate's commitment to the Green vision (as embodied in the four pillars of the Greens: social and economic justice, ecological wisdom, grassroots democracy, and non-violence) as well as the candidate's commitment to building the Green Party.
Section 3
To receive the DAGP endorsement, the candidate must be a member of the DAGP and must commit, should they be elected, to participate in two accountability sessions per year. The accountability sessions may take place either at a General Membership Meeting or at other times and places by mutual agreement of the office holder and the DAGP.
Section 4
The DAGP will actively support the campaign of any candidate that it endorses. The DAGP will only endorse candidates that it is prepared to actively support. The DAGP will commit itself to providing ongoing support to any endorsed candidate who is elected to office.
Section 5
Only candidates endorsed by the DAGP may receive campaign contributions from the DAGP.


article VIII amendments

Section 1.
These Bylaws may only be amended at a General Membership Meeting of the DAGP.
Section 2.
These Bylaws may be amended by a 2/3 vote of Duluth Area Green Party members present at the General Membership Meeting. Written notice of proposed amendments must be given to all DAGP members at least 30 days before the meeting where the vote will be taken on proposed amendments.
Section 3.
Amendments to the Bylaws shall take effect upon approval by the membership of the DAGP unless otherwise provided.
